I unpackaged all the centos-release*rpm files I could find, but couldn't find one that references SIGs/core/$basearch/centos-plus.

It's true that there is one package built by Johnny for thunderbird but we never built a -release pkg for it (while we have one for 8stream). We should branch / build and push one :) (https://git.centos.org/rpms/centos-release-plus/tree/c8s-sig-core-plus)
