To test this theory, please try
 https://admin.fedoraproject.org/updates/FEDORA-EPEL-2014-0333/cloud-init-0.7.4-1.el6
together with
 https://admin.fedoraproject.org/updates/FEDORA-EPEL-2014-0268/python-boto-2.23.0-1.el6
