Is this the kind of script you are envisioning?
  Input:
    Announcement data input by author or CentOS announcement.
  Output:
    Announcement email text
    updateinfo.xml patch

I don't see anything wrong with filling errata fields with "not available" as Tony suggested, at least to start with.
