There is no centos-plus repository for Stream 9.
As you mentioned thunderbird, it was built in the past for Stream 8 
because of the librnp dep for gpg but it was since modified and 
available in the AppStream package in RHEL 8.4 so no need to 
rebuild/ship it differently.
