[CentOS-mirror] Changes to Univ. of Oregon Neuroinformatics Center mirror

Hi Tru,

I've added rsync and ftp to my mirror's access methods. Right now both 
have a connection limit of 15; I will adjust those as I get a feel for 
what a good limits are.
