[CentOS-mirror] enable Cambodia mirror for loadbalancing

Hi

Currently 2 thread is running on CenOS Mirror Mailing list. One is
this, other is related to update / fix problem of selecting proper /
nearest server. I think that thread is covering the issue of this
thread. So my suggestion is to close this thread.
