[CentOS-mirror] 6.1 may be moved to vault

the move happens once traffic to those targets goes down ( ideally, goes
away completely ); Lets see where we are in terms of traffic to 6.1 this
weekend and make a call

yes, however we will try to retain the cr/ repo intact in vault ( it
should all hardlink into the other targets so as to not really take up
much space )
