I'm afraid the available bandwidth is a bit of a problem here. Most people would expect new European mirrors to have at least 100Mbit/s of outbound bandwidth. If you are unable to increase your outbound bandwidth, you can still help by seeding CentOS torrents. Lower speeds are acceptable for that purpose.
