Even though this hasn't been updated in forever, it still seems to work 
as a basic shaper, using the default CBQ kernel mechanisms:

   http://sourceforge.net/projects/cbqinit

Last time I used it was on a RH73 machine, and it worked perfectly for a 
couple years.
