[CentOS] compaq r4000 /proc/cpuinfo reports 997 and should be 2400

At the moment I tried "cpuspeed -C" to run at full speed when AC

I get an error about "Could not open file for writing"
/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
