3 emails today re broken nameservers doesnt make that a good option IMHO

Yes - a. If config edited it shouldnt splat on upgrade - ok on install 
(can rpm tell the diff).

b - shouldnt stop if running

again - if we can tell the diff between install and upgrade then yes ...
