Also, check this bug report.  It relates directly to /etc/localtime not 
updated
when tzdata package is updated, which is most likely exactly the problem that
you have.  It seems Red Hat closed the issue with wontfix.  Mental note,
manually update /etc/localtime after tzdata package is updated.
