Sounds reasonable. Had to lookup up strace.
So I would run:
starce -o /tmp/strace.log tar -cpvzO / --exclude-from=/home/not-file
2>/tmp/tarlog.err | ssh user at ipaddrs "cat > backup.tgz"
?
