libssl.so.4 is usually just a symlink. So if that was all you lost, it
should be quite easy to recover:

cd /lib
ln -s libssl.so.0.9.7a libssl.so.4

First check if you have libssl.so.0.9.7a inside /lib. libssl.so.4 should
be a link from 0.9.7, and not 0.9.6.
