[CentOS] [CentOS 5] tftp-server, unable to create new files (even with "-c" option)

Yes, it is. See here:

[root at chl1 /]# ls -la
total 178
...
drwxrwxrwx   2 root root  4096 Sep 13 10:18 tftpboot
