[CentOS] nis and new users

Every time a "new" user logs into a development box (which does not use nfs
for the home dirs) the get could not chdir to their home dir. They call me
with the error and I do a:

cp -a /etc/skel/ ~USER && chown USER.users -R ~USER/

and it is fixed.

Is there an automated way?
