ISO-8859-1 should be installed by default.

To set it as the default locale for all users, you should edit
/etc/sysconfig/i18n and set LANG="en_US" (instead of
LANG="en_US.utf-8").

The way above is a general way to set it globally, but maybe that is
not what you are looking for. Could you be more specific about what
you are trying to accomplish?
