I'm pretty sure that was gutted some time around NT4 or NT5 (aka 
win2000).    NT was originally designed as a true microkernel 
architecture, where 'Windows' (the win32 API) was a personality layer of 
top of the native kernel, and alternate personalities included Posix and 
OS/2.   Various aspects of this were gutted as they got in the way of 
decent performance, anyways it was only Posix.1, which wasn't very 
useful except as a bullet point on a feature list.
