Most of us call a program that does that a web browser.

People don't check your website for information; what makes you think they will
run a completely different program (that they won't ever need for anything else)
 to check a different "website" for information?

I just (about two weeks ago) wrote my own little email list manager-database
program (in C/ncurses because it's really the only thing that I know how to use
"well") because I'm changing the way that I book my movies and want to give my
customers an easy "push" way to receive updates on what's playing and when. So
far the email list seems to be working and it's very popular with the people I
want to reach with the information.  They don't have to remember to check my
website and every week they get a "reminder" that the theatre exists.

Perhaps something like that is what you want.  Just gather everyone's email
address and send out a mass email to everyone when you have something to say.
With a sufficiently small number of customers, you could even manage it
through your regular mail client and avoid having to write or install any
program at all.
