all ci jobs were failing to request duffy node, and it tries 5 times with 1min timeout before give up.

maybe this is not a bug but all jobs started on https://ci.centos.org/view/Devtools/ between ~12:20 - 13:40 PM UTC were failing to get duffy node that is why I've raised this issue.

This is not a bug. Your jobs should wait for a machine to be ready.
