[Ci-users] unexpected outage : duffy pool is empty

Just to let you know that we experienced an issue with the provisioner in the CI environment, so actually the CentOS 7 x86_64 was empty with all the requests coming.

I've so "frozen" jenkins (quiet mode) so not process CI jenkins jobs while the provisioner workers are able to catch up and then I'll open the jenkins gate
