Any idea where I can find such package? I cannot build NM w/o it.

the packages are in an Nmstate Copr:

https://copr.fedorainfracloud.org/coprs/nmstate/nm-build-deps/

The Copr might be moved in the future. Also

https://copr.fedorainfracloud.org/coprs/nmstate/ovs-el8/

might be useful for you.
