The upgrade is not expected to be service affecting, however there might be periods of slight performance degradation during this maintenance period. We apologise for any inconvenience that this may cause.

after this maintenence, we are unable to start jobs in https://jenkins-networkmanager.apps.ocp.cloud.ci.centos.org/
Some executors sometimes pop-up for few seconds in a state:
(launching...) (suspended)
And then disappear, and show again with another hash at the end. Is this expected and the executors will eventually come back online, or something has gone wrong during the upgrade?

I just reported the same issue to https://pagure.io/centos-infra/issue/1144. Looks like the cico-workspace image needs to be updated to match the JRE in the OCP.

I quickly kicked a rebuild (https://quay.io/repository/centosci/cico-workspace/build/e08c7ced-8c5e-41db-...) and it seems it resolved the issue (confirmed by some folks on irc in #centos-ci)
