In CloudSIG/RDO, we are using Ceph Reef on CS9 machines for the latest release (OpenStack 2023.2/Bobcat).

The command below is working well:

podman run -t quay.io/centos/centos:stream9 sh -c 'dnf install -y centos-release-ceph-reef && rpm -q centos-release-ceph-reef' is working well.

The package is provided by the extras-common repository, maybe it's not enabled in your machine ?
