This is semi-expected, but not desired.
By default we cache up to 5 packages on CentOS Stream.  That is usually a nice thing, but then things like this crop up.
I'll see what I can do.
Can you open a Jira issue on this, on the project "CentOS Stream Pipeline", so I don't drop the ball.
