I can't say anything about mokutil, but shim isn't a package you just rebuild and push out.
You pay to do a complicated waltz / jig before Microsoft, and then if they deem your dance worthy, they grace you with a certificate.
 In short, it often takes 6 to 8 months or longer.
To get it done in 3 months or less probably was not possible or practical.
