That's not a valid repo : you can always query Fedora mirrormanager like
this :

curl 'https://mirrors.centos.org/metalink?repo=unknown&arch=x86_64'

As you'll see, there is nothing like centos-storage-sig-all-all (don't
know from where that's coming but something for the storage sig to answer)

Per https://www.centos.org/bugs/  , have you tried to report that
already on their dedicated tracker ?
