Speaking on behalf of the PaaS SIG, we don’t have anything higher than 3.11 because OCP stopped at 3.11.

Probably PaaS SIG never tagged those builds for other
paas7-openshift-origin311-release tag, reason why it wouldn't have been
pushed out ?
Worth asking the PaaS SIG about this

fairly sure the PaaS SIG wasent keen to keep maintaining these, so the
opportunity is open to have someone take that up.
