Wow. Thats really odd. I just did that on a new server (as opposed to the one where I created those rules) and it worked flawlessly.
Are you sure you've got no errors during any of the first 2 commands ?
Since we are talking about SELinux, this _might_ be relevant: I usually do this inside /root/selinux
