Another option is to get a DSL or cable service with a static IP address and an ISP that allows you to run a server on it, and put a server on there. If you are expecting to have a minimal level of traffic on your server, you could probably use the same Internet connection for another purpose as well -- general web surfing, and whatnot. Depending on your arrangements, the webserver's Internet connection could be effectively free.
If your organization is truly a "worthy cause", you might even be able to convince someone to take care of it remotely for you
