Hi,
If you are using GRUB 0.97 (legacy GRUB), then this capability is provided by the "default saved" and "fallback" commands. See sections 4.3.1 and 4.3.2 in the manual:
You should keep in mind that this may not save you from pressing the reset button if the system hangs at boot (as far as I understand). However, you are right that this is a mechanism to boot a fallback kernel if booting fails.
