Start with hylafax: http://www.hylafax.org.  I haven't
used it for a long time, but it had all those features years ago.
The RHEL4 rpm from the binary download section:
ftp://ftp.hylafax.org/binary/linux/redhat/RPMS/i386/
should work and there are an assortment of add-ons and drivers
for various other systems available.
