I can verify (add verification?) that the GPG key is *not* installed during a clean, fresh install. I had to do it by hand as well, in order for a basic yum update to work.

Hmm - you should have the key installed ...
Was it a fresh install or an upgrade ???
try rpm --import http://mirror.centos.org/centos-3/3.1/i386/RPM-GPG-KEY-CentOS-3
that should sort it out .
