There are a number of apps and such dedicated to 'cpufreq' on the system.

I have done a bit of searching and have not figured out what to do to address this so I can put the OQOs into suppend mode.

Have you tried booting with noacpi?

No. I want acpi for other controls. In fact, how would suspend to swap work without acpi to set S3 and other need environment states?
