You might have already done the below, but if not, try this:
# rpm -ql postgresql-devel | grep include;
Note their location, and pass this to the compile script, eg:
.... --with-pgsql=/usr ....
or something like that. Also, in your PowerDNS source directory, try
./configure --help | less
for some more options - you might need to specify the full path to a specific file. Lastly, I'd check for 32 vs 64 bit issues - make sure that's not what's biting you.
