You don't have permission to access / on this server.
Did someone possibly change the status of selinux on that server ... (i.e. turned on SELinux ... or changed the policies if it was already on).
You can look in /etc/sysconfig/selinux to see.
Either that or a change in directory permissions (or .htaccess / passwd) is where I would start.
