I use rpmstrap to do this.
 
I use this basic procedure http://trac.samhart.net/trac/wiki/rpmstrap_CentOS4 but rather than use a chroot dir - I create some loopback filesystems which I then mount in Xen.
 
Does that help or do you need more detail?
