While FHS notes that *files* should be cleared during the boot process, it does not indicate that directories should be, and that is the source of this problem.

Packages on recent Fedora, RHEL, or CentOS releases should use tmpfiles.d to define directory structure within /var/run, but that is a unique and recent development.
