Yet I have rebooted and restarted udev for hundreds of times, it just wouldn't show on the list of 'adb devices'.(Yes, I confirmed I turned the 'USB Debugging' on on my phone.) I don't really have a clue either, but I do know that some USB devices have multiple modes that you can select. Maybe your phone has various USB options that you can try.
