It usually happens with problems on the physical layer. You network card may be bad, or the connection, or the other side of the ethernet wire, or a driver problem in the linux kernel. We don't have enough information from you so say more.
I agree with your analysis. Had this very problem, it turned out to be due to a dodgy NIC.
