The right solution is to fix your yum configs. There are no 'install' and 'updates' directories. There is the 'os' repository and things that have updated FROM that 'os' repository in the updates repository. In other workds, the updates is an extension to - not replacement of the 'os' repository, if you disable your 'os' repo, your yum configs are broken.
