Hi John,
I've sometimes seen this behavior when the Evolution process doesn't quit properly. I especially tend to see it when I use Evolution remotely. "ps -aux |grep volution" and then killing any Evolution processes solves the problem for me.

ps...I have not upgraded to 4.3 so this is surely not an issue there
