If make says there is no Makefile, make install will not work either... Did you check the configure log file to see what is wrong?
Octave 3.0.5 needs 14 additional packages. Compiling it would need additional 5-10. Plus packages for development tools other then gcc.
He better install[1] EPEL repository and install it via yum.
