The user I was changing to was using tcsh as their shell (like many of our users are), and this problem got introduced with the tcsh-6.17-19.el6.2 update. Downgrading tcsh to the previous release fixes the problem.
please file this at bugs.centos.org - so we can make sure its not an issue we introduced.
