You probably want:
ORGMAIL=/var/spool/mail MAILDIR=/home/tim/Maildir DEFAULT=$MAILDIR/

I can't think how I overlooked that. I was comparing the two .procmailrc's, on the old server and the new, and was convinced that they were the same.
