A quick check from a couple of different places seems to indicate that dynamic DSL IPs are not allowed access, but static IPs are able to get in.
It might be possible that there is still one mirror which hasn't enabled downloading yet. As this is a distributed mirror system, it is possible that you get exactly that mirror.
