No, not maintained by CentOS. Apt does not support mutlilib arches
(that is anything in CentOS except the i386 arch).
With CentOS-4, we did add an i386 only apt tree.
That being said, the main developer of apt has stopped developing apt
for RPM and has moved on to a new thing called "Smart Package Manager":

Smartpm works with CentOS-4.x ... it does not work with CentOS-3.x.
From rom the Smartpm FAQ:
"Smart does not support old-style YUM repositories, only the newer XML-
based RPM-MD format."
(CentOS-3.x uses an older yum and the old yum HDR method)
