when I try to change 0 to 1,3,5 it reverts to 0.
Don't change that 0 as it has nothing to do with runlevel? put a 1, 3 or 5 after that so it reads:
rhgb quiet radeon.modeset=0 3
as an example for runlevel 3 ... you will probably want to remove rhgb and quiet if debugging as well
