Looking at /etc/init.d/ipvsadm, it appears that after manually creating IPVS rules using /usr/sbin/ipvsadm, you run 'service ipvsadm save' which creates /etc/sysconfig/ipvsadm. Once the rules are saved, the initscript will reapply the rules at boot.
