Chances are good that there is already a usable network authentication system containing the users and passwords and fair that the person who manages it knows nothing about this mail server.

That's what standard network protocols are all about - so you can add new services without rebuilding what you had. For a few thousand users it would be reasonably practical to pull a full list every half hour or so in a script and make the needed changes.
